2025 LANCING BUSINESS PARK PROJECTS


LBP ROAD IMPROVEMENT PLAN PHASES 2 & 3 CONFIRMED - NIGHT ROAD CLOSURES PLANNED


UPDATE:

West Sussex Highways resurfaced Winston Road in May 2023 and in August 2024 they undertook Substructure Works in Chartwell Road, as well as filling all potholes and plating across the park. In December 2024, LBP received confirmation from Cllr Paul Marshall - Leader of West Sussex County Council, that Phase 2 & 3 of the LBP Road Improvement Plan had also been approved. Since the approval, West Sussex Highways has been working hard to effectively programme Phase 2 & 3, to deliver the full resurfacing of all public highways on the business park.

    A key consideration when programming these works was to minimise impact to businesses on the park and as a result West Sussex Highways has programmed both phases to be delivered in one project, overnight, across a three-week period during the most suitable weather time of the year.

    Before the works, LBP will be working with businesses who operator out of normal hours to identify any potential access issues and discuss solutions to safeguard business operations.

    After the success of the Substructure Works in Chartwell Road, West Sussex Highways has awarded the Phase 2 & 3 Project to FM Conway again, as they went over and above to ensure business access was maintained whenever possible and this ethos will be continued throughout the new project.

    West Sussex Highways has designed the new project to provide a long-lasting road surface across the park and LBP are committed to helping in any way possible to minimise impact to businesses during these vital works.     Night Road Closures Across Lancing Business Park

    23rd June 2025  to  11th July 2025

    Between 8pm and 6am 

    For Phase 2 & 3 of Resurfacing Works


    This will enable FM Conway's large crews to work quickly to fully resurface the following roads and repaint all the road markings: 

      • Commerce Way
      • Marlborough Road
      • Chartwell Road
      • Spencer Road
      • Blenheim Road
      • Winston Road Junction with Marlborough Road


    LBP will be working with FM Conway to keep businesses updated and minimise the length of time each road needs to be closed during these night works. One-way redirections will also be in place where possible to maintain business access. To ensure the success of these resurfacing works, parking on the public highway between 8pm and 6am will not be permitted during the works. If vehicles are found to be parked in the way of the works, West Sussex Highways will need to use their Vehicle Lifting Powers to remove vehicles from the works area. This will ensure that unobstructed works can be undertaken to avoid unnecessary seams in the new surface, causing surface weak points.

    FM Conway will be laying a Stone Mastic Asphalt (SMA) that is polymer modified, which uses a gap-graded aggregate mix with a high proportion of coarse aggregates and a higher binder content than traditional asphalt. This type of SMA is designed to be particularly durable and resistant to permanent deformation, rutting, and fatigue, making it suitable for the heavy HGV traffic flow on the park. Another benefit of this material is that it can be painted as soon as it cools, therefore enabling resurfacing and line painting all in one evening. 

    Spencer Road has been suffering from periodic collapses and therefore West Sussex Highways has planned for steel reinforcement to be added into the new surface and increased the depth of the SMA to provide additional longevity.  

    Since the one-way arrows in Chartwell Road have worn off, there has been an increase in the number of vehicles travelling the wrong way around the park, which is very dangerous. West Sussex Highways are therefore carefully considering where best to repaint the arrows in the new road surface, to avoid wear as much as possible.   

    The Phase 2 & 3 Project includes extensive works and as such will require considerable planning and communication to minimise issues. Please bear with us, as LBP works closely with FM Conway to help deliver this transformational project as smoothly as possible. LBP are aiming for only a slight pain, for massive gain across the park.


    BACKGROUND:

    In the 2022/23 LBP BID Survey, 65.6% of businesses who responded stated that the condition of road surfaces on the park required improvement, making this by far the highest priority issue for the BID to address. LBP would like to thank all businesses who responded to the survey, as this feedback provided clear evidence of the issue and impact the roads were having on businesses and staff.     Over the past two years, LBP has been working with West Sussex Highways to raise the priority of this issue, whilst monitoring road surfaces and quickly reporting all qualifying potholes. LBP would like to thank West Sussex Highways for their constant pothole repairs, as the weather causes more and more potholes to form and deepen. The weather and constant HGV movements on the park have also caused the tarmac to erode in numerous areas, displaying the concrete base. This is known as 'Plating' which is not deep enough to normally be considered as a pothole requiring repair.

    West Sussex Highways reviewed the LBP BID Survey feedback and therefore assessed each public road on the park, concluding that major works where required.

    In May 2023 West Sussex Highways laid a protection layer over Winston Road, as this was found to be the only road surface on the park which was still intact. Unfortunately this surface has rutted slightly on the junction with Marlborough Road and therefore junction remedial works will be included in the Phase 2 & 3 Project.

    In August 2024, West Sussex Highways undertook Substructure Works in Chartwell Road to stabilise the road ready for resurfacing works, filled all potholes and plating with a temporary surface to smooth out the driving experience on the park and added a new gully in Commerce Way to help avoid flooding. To view details of these works please click here
