ENVIROPOWER COMMISSIONING

Commissioning of the Energy Recovery Facility in Lancing is currently being undertaken by Enviropower and its technology provider, Talbott’s Biomass Power Ltd (Talbott’s). The commissioning is being carried out in accordance with the commissioning plan that was approved by the Environment Agency as one of the pre-operational conditions of the PPC permit. The commissioning programme has now reached the stage where the steam circuit needs to be tested. As noted in the commissioning plan, part of the testing of the steam circuit, and the associated steam venting operation will be inherently noisy for short periods of time. These intermittent periods of elevated noise levels, and the associated visible plume of water vapour, will occur at approximately 30 minute intervals, and last for about three minutes. It should be noted that this is a necessary operation, and forms part of the normal commissioning of high pressures steam systems to ensure the circuit is clear prior to connection to the turbine inlet. Enviropower and Talbott’s will endeavour to keep this procedure to an absolute minimum and will restrict steam venting to between the hours of 09:30 am and 04:30pm, Monday to Friday in order to minimise any inconvenience to adjoining premises. This phase of the commissioning programme is for line 2 and is anticipated to commence around 10:00am 27th Jan 2009 and last for up to four days. Enviropower and Talbott’s will endeavour to complete the work in as short a period of time as possible, while working within the strict health and safety constraints associated with the commissioning of high pressure steam boilers. It should be noted that this operation previously occurred during October 2008 for line 1 and went smoothly with minimal disturbance caused, it does not form part of the normal operation of the Energy Recovery Facility. “
